Proposition 1: Shoreline Parks Bond

On January 25, Shoreline City Council voted to place a bond measure on the April 27, 2021, special election ballot. If approved by Shoreline voters, this proposition authorizes improvements to City parks, including the acquisition of new park land.

The City will be providing Factual Community Presentation on the proposition via Zoom at the following times:

  • Tuesday, Feb. 2 at 7:00 p.m.
  • Wednesday, Feb. 3 at 12:00 p.m.
  • Tuesday, Feb. 9 at 12:00 p.m.
  • Thursday, Feb. 11 at 7:00 p.m.
  • Tuesday, Feb. 16 at 7:00 p.m.
  • Thursday, Feb. 18 at 12:00 p.m.
  • Wednesday, Feb. 24 at 7:00 p.m.
  • Tuesday, March 2 at 12:00 p.m.

Details

Significant improvements will be made at Brugger’s Bog, Hillwood, Richmond Highlands, Briarcrest (Hamlin East), and James Keough Parks. These improvements, depending on the location, may include playgrounds, splash-pads, multi-sports courts, walking trails, picnic shelters, off-leash dog areas, and a fully accessible play area for people of all physical abilities.

Park land acquisitions and improvements will expand Paramount Open Space, Brugger’s Bog, and Rotary Park, and will include additional park land acquisitions.

Cost

If approved, Proposition 1 will authorize the City to issue up to $38,500,000 in general obligation bonds to finance and refinance these projects and set excess property taxes to repay those bonds. The bonds would mature within 20 years. Although the exact amount of property taxes per household necessary to repay the bonds will depend on interest rates and property values, the City estimates the annual property tax paid by the owner of a median-valued home ($517,000) would be approximately $112 per year or $9 per month. This is roughly a 50% increase over the cost of the expiring $18.5 million 2006 park improvement bond.

City Council to Vote on 185th Street Subarea March 16

Update

The Council adopted all three 185th Street rezoning ordinances at the March 16 meeting. You can read a bit more about the decision at the Shoreline Area News blog.

On February 23 the Shoreline City Council directed staff to make changes to the Planning Commission’s recommended zoning map for the 185th Street Station Subarea.

Council is scheduled to adopt the entire 185th Street Station Subarea Plan package, including the zoning map and development regulations, on March 16.

The current proposal has the rezone occurring in three phases:

  • Phase 1 occurring immediately upon adoption of the Subarea Plan and zoning map.

  • Phase 2 would begin in 2021

  • Phase 3 in 2033.

The best way to comment is to email Council at council@shorelinewa.gov in advance of the meeting. There will also be a limited amount of time for oral public comment at the Council meeting on March 16.


185th Subarea Zoning Still in Play

Diane Hettrick has written a great article on the Shoreline Area News about the current state of the 185th Street Subarea zoning plans. Apparently much has changed recently, and there is growing momentum behind a plan to roll the zoning changes out in phases. (Read the article now.)

There is still time to provide your input, but final decisions will be made soon — the zoning changes are currently scheduled to be adopted onf February 23 — so speak up now!

A good place to make yourself heard would be at the city council meeting on February 9 where the 185th St zoning changes will be discussed. Also, you can call or email your city council members.

Panel Discussion on Taxes and Real Estate

On December 11 at City Hall, the 145th Station Citizens Committee (145SCC) will host a panel discussion on taxes and real estate for homeowners in the two light rail station subareas.

The idea for the panel emerged out of the meetings of the 145SCC, at which homeowners questioned the potential implications of redevelopment of neighborhoods surrounding the future 145th Station, particularly in regards to taxes and real estate. These topics are also applicable to homeowners in neighborhoods adjacent to the future 185th Station.

The volunteer panelists include representatives from King County Department of Assessments, Windermere Real Estate, and North Coast Realty Advisors. The event will be held in the Council Chambers of Shoreline City Hall at 7pm to 8:30pm, 17500 Midvale Ave N.

Free Tax Help is Available

The United Way of King County and AARP provide free tax help to low and moderate income families.

Help is available at the Shoreline Library starting on February 1 on Thursdays from 4:30–8:00PM and Saturdays from noon–4:00PM. For more information see this flyer
